Herman Joseph S. Kraft is an Associate Professor with the Department of Political Science at the University of the Philippines at Diliman, Quezon City. He is also a co-convenor of the Strategic Studies Program of the Center for Integrative and Development Studies at the University of the Philippines. As a recipient of the Taiwan Fellowship, he is in Taiwan studying the “New Southbound Policy” while based at the Center for Southeast Asian Studies at the National Sun Yat-sen University in Kaohsiung. He has been working and published articles and book chapters on issues concerning ASEAN, regional security in Southeast Asia, and security sector reform and intra-state conflict in the Philippines. In his capacity as a continuing student of international relations and security, he has given talks at the Foreign Service Institute, the National Defense College of the Philippines, the different services of the Armed Forces of the Philippines, in different fora organized by the Department of Foreign Affairs and the Department of National Defense, and various educational institutions in and outside the Philippines. His latest publications include: “Great Power Dynamics and the Waning of ASEAN Centrality in Regional Security” (2017); “The Ebb and Flow of Civil Society Involvement in ASEAN” (2017); “In Defense of the Philippines: Assessing the factors affecting the country’s external defense environment” (2014-2015) with Jay L. Batongbacal , Nelson G. Cainghog, and Jaime B. Naval; and “Philippine Security Outlook for 2015: Shifting to an external defense posture” (2015).
