Job Opening: Full-Time Research Fellow at the Institute of International Relations, National Chengchi University (NCCU), Taiwan Fields of Research International Relations, International Political Economy, Comparative Politics, and/or Area Studies. Candidates with expertise in geopolitical risk analysis of the semiconductor industry or AI-related research in the humanities and social sciences are preferred.     Position Available One full-time research fellow. 安全化、封閉化下的中國研究：臺灣如何重建學術主體？國關中心座談探討當前中國研究的挑戰、創新與合作 【國關中心訊】 國關中心今（21）日舉辦「臺灣的中國研究現況、優勢與挑戰」系列座談第二場，此次座談由國關中心主任王信賢教授與副研究員曾偉峯共同主持，邀請開南大學人文社會學院院長張執中教授與中央研究院政治學研究所張廖年仲副研究員進行交流。 張執中指出，中國大陸學者近年來在資料掌握的深度與廣度上快速提升，特別是在地方治理與菁英政治領域。隨著習近平時代「安全化」政策加劇，媒體報導與相關政治數據皆被納入國家安全的範疇，海外學者取得資訊的難度與風險大幅提高，學者進入中國進行研究的機會明顯減少，多改採新的資料分析方法持續研究，而臺灣學者也易受兩岸關係緊張影響而被「貼標籤」。儘管環境受限，張執中強調，研究中國仍需從「將國家帶回、將黨帶回」的角度出發，結合多種研究視角，方能對中國的發展進行更準確的評估。 張廖年仲認為，中國外交研究正面臨「理論匱乏」現象，現有的國際關係理論難以充分解釋中國對外行為的轉變，研究焦點也從中國如何融入國際社會，轉向其對國際秩序的挑戰。張廖年仲指出，儘管中國大陸學術環境持續緊縮，仍可以透過第三地研討會與跨國資料合作進行交流以及維持研究動能，並建議臺灣應將中國研究拓展為社會科學的一環，並積極與資訊科學等領域展開跨學科合作。 曾偉峯指出在中國資訊愈趨封閉的情況下，研究者往往只能取得中國願意釋出的資料，如何在進行文本分析時避免落入中國設下的敘事陷阱，成為重要挑戰。此外，面對社會科學對普遍性知識的追求，他也反思在當代社會科學強調普遍性理論與方法的背景下，臺灣的中國研究如何不被稀釋其本有特色，並在維持學術嚴謹的同時，展現自身的分析視角與詮釋力。曾偉峯亦關注臺灣學界當前較少著墨在建立中國研究前沿性議題，並期待與會學者合力協助突破既有研究框架，強化臺灣在國際中國研究場域中的貢獻。 王信賢主任總結指出，臺灣的中國研究隨著資料封閉、交流受限等因素正面臨考驗，強調未來臺灣中國研究的發展關鍵，除了延續對中國文本的解讀與內政的分析等既有優勢，更須積極推動跨領域合作。國關中心將持續推動系列對話，整合現有資源，盼能提升臺灣在全球中國研究領域的影響力。 On March 21, the Institute of International Relations (IIR) hosted its second session in a discussion series titled “The Current State of China Studies in Taiwan: Challenges and Opportunities.” Hosted by IIR Director Wang Hsin-Hsien and Associate Research Fellow Tzeng Wei-Feng, this session featured Kainan University School of Humanities and Social Sciences Dean Chang Chih-Chung and Academia Sinica Institute of Political Science Associate Research Fellow Chang-Liao Nien-Chung. Professor Chang outlined challenges facing China scholars, namely information and fieldwork restrictions. Under Xi Jinping’s prioritization of national security policy, media reports and political data are increasingly classified under the umbrella of national security, raising the difficulty and risk for overseas scholars to access information. Fieldwork opportunities have significantly diminished, at least for researchers of Chinese politics, driving scholars to rely on new forms of data analysis. Rising cross-Strait tensions have also made Taiwanese scholars more vulnerable to being politically labeled. Despite these limitations, Chang emphasized the importance of maintaining a strong understanding of the Chinese state and the Chinese Communist Party as the analytical foundation for China studies. In addition to new forms of data analysis, he called attention to the value of comparative research for understanding China’s party-state system. Professor Chang-Liao explained that research on Chinese foreign policy is currently facing the challenge of a “theory gap,” as existing international relations theories struggle to explain shifts in China’s external behavior. The research agenda has changed from examining how China is integrating into the pre-existing international system to reckoning with how China is challenging that system. Chang-Liao pointed out that although space for academic exchange in China continues to shrink, there are still opportunities for scholarly exchange through meetings in third countries and international data collaboration. He also recommended that the China studies field in Taiwan should further its interdisciplinary cooperation—particularly with fields like information science. Dr. Tzeng highlighted that amid growing information restrictions, researchers are often limited to accessing only the data that the Chinese state is willing to release. This creates a major challenge for textual analyses to avoid simply reflecting narratives cultivated by Chinese authorities. Tzeng noted the importance of maintaining Taiwan’s distinctive characteristics in China studies, namely strong analytical abilities in understanding China’s system and interpreting the meaning of documents and statements. He also expressed concern that Taiwan’s academic community paid relatively little attention to developing cutting-edge topics in China studies. He expressed hope that scholars could further collaborate to break through existing research frameworks and strengthen Taiwan’s contributions to global China studies.  In conclusion, Director Wang reiterated that Taiwan’s China studies field faces growing challenges of limited data access and restricted academic exchange. He emphasized that while Taiwan should maintain its foundational strengths in textual interpretation and analysis of China’s domestic politics, future research must also prioritize interdisciplinary collaboration. The Current State of China Studies in Taiwan: Challenges and Opportunities 【IIR NEWS】 On March 17, the Institute of International Relations (IIR) hosted its first session in a discussion series titled “The Current State of China Studies in Taiwan: Challenges and Opportunities.” Hosted by IIR Director Wang Hsin-Hsien and Associate Research Fellow Tzeng Wei-Feng, this session featured NCCU Graduate Institute of East Asian Studies Professor Chung Yen-Lin, NTNU Department of Civic Education and Leadership Director Huang Hsin-Hao, and Academia Sinica Research Fellow Tsai Wen-Hsuan. The discussion highlighted shared issues facing China scholars today, including the difficulty of conducing field research in China, restrictions on data access, and resource constraints. Each participant offered insights on the impact of these challenges and how Taiwan’s China studies field can adapt: Professor Huang Hsin-Hao noted that under Xi Jinping, research agendas have shifted to focus on China’s external influence, with quantitative social science research methods gaining prominence. He emphasized that in this era, text analysis is a strength of Taiwanese scholars. Professor Chung Yen-Lin discussed remaining opportunities for research to deepen through data integration, international collaboration, and online exchanges, also noting text analysis as a strength of Taiwan’s China studies field. Professor Tsai Wen-Hsuan highlighted the importance of publishing in high-quality international journals to strengthen the global influence of Taiwan’s China studies, as well as the importance of maintaining appropriate distance from research subjects. Professor Tzeng Wei-Feng suggested that rather than a unitary paradigm shift, China studies is undergoing decentralization, in which interdisciplinary approaches drive research diversification. The session closed with discussion on the boundary between academic and policy-oriented research, as well as the need to translate research outcomes into more broadly accessible knowledge. Professor Wang emphasized the importance of connecting China research to the broader needs of Taiwan’s society. He concluded that Taiwan’s China studies field should leverage its linguistic and cultural strengths while pursuing additional channels to enhance its global visibility and policy influence. 2025TTX區域安全兵推圓滿落幕，聚焦台海與區域安全挑戰 由國立政治大學國際關係研究中心、台灣安全研究中心、亞太政策研究協會合作，21世紀基金會協辦的「2025TTX區域安全兵推」於2025年3月3日至5日在政治大學公企中心成功舉行，總計近450人次參與活動。本次兵推聚焦於2029年美國總統川普交棒之際的全球戰略局勢變遷，並針對區域安全、台海危機、地緣政治與灰色地帶衝突、國家關鍵基礎設施與產業韌性、國安政經整合、能源穩定等議題進行推演。 本次兵推設計了多個高度擬真的情境，涵蓋區域安全與台海危機、地緣政治與灰色地帶競爭、國家安全與經濟戰略，以及能源穩定挑戰。參與者包括政府機構、學術專家、產業代表及國際事務分析人士，針對可能發生的區域衝突與應對策略進行深入討論與模擬。值得一提的是，前行政院長陳冲、工研院王伯元院士、中研院管中閔院士、前金管會主委暨政大金融科技研究中心主任王儷玲、美國在台協會（AIT）前處長司徒文等重量級嘉賓亦共襄盛舉參與推演，提供寶貴的見解與建議。 區域安全與台海危機推演 本次兵推想定共軍與俄羅斯於黃海進行聯合軍演，北韓同步進行火砲與飛彈試射，而共軍則進一步加強對釣魚台、南海的維權行動，並宣布環台軍演與導彈試射，導致美中雙方在台海周邊形成軍事對峙。與會者分別分析了美、日、韓及區域國家的應對戰略，並討論可能發生的意外事件及衝突升級風險，並提供可能的應變措施。 地緣政治與灰色地帶對抗 推演進一步模擬共軍在演習後宣布封控台灣30天，並試圖以政治與軍事威脅迫使台灣接受統一條件。與會專家探討台灣在此情境下的外交、軍事及經濟應對策略，並評估國際社會可能的反應與制裁措施。 經濟戰略與產業韌性 此次兵推亦針對川普政府2025-2028年的保護主義政策對台灣經濟的影響進行推演，涵蓋美中科技戰、供應鏈重組及貿易壁壘等議題，並探討台灣如何強化產業韌性，確保半導體供應鏈的穩定與全球佈局。 國家安全與能源穩定 在能源安全議題上，兵推分析了台灣在遭受共軍封控時可能面臨的能源短缺問題，並模擬政府在2029年能源結構轉型困境下的應對策略，包括電力供應穩定、綠能發展能量、核能政策調整及國際合作方案。並在推演能源穩定之後，運用團隊能源警示的機制，以科學模式開發出國家安全燈號警示系統。 未來展望 本次兵推強調，面對未來可能的地緣政治變局，台灣必須深化國家安全戰略，強化國際合作，提升產業與能源韌性，並在軍事與非軍事層面做好充分準備。此次兵推的成果將作為政策建議提供給相關決策機構、及台灣產業因應地緣政治的挑戰，為台灣未來的安全與穩定發展奠定基礎。 「2025 TTX區域安全兵推」成功匯聚國內外專家學者，共同為亞太區域的和平穩定貢獻智慧，並將持續推動相關研究與對話，以應對未來可能的挑戰。

解析2025年中共兩會  專家學者剖析政策走向與影響   【國關中心訊】   2025 年中共全國「兩會」於3月5日正式召開，在川普展開第二任期及美中戰略競爭升溫的背景下，兩會所釋出的政策訊號受到高度關注。國立政治大學國際關係研究中心於今（6）日上午舉辦「2025 年中共全國兩會解析」座談會。會議由國關中心主任王信賢主持，並邀請政治系暨東亞所寇健文特聘教授、國關中心陳德昇兼任研究員、臺灣大學政治系張登及教授，以及華南金創投資公司陳子昂董事，共同分析本屆兩會的關鍵看點及對臺灣政經產業的可能影響。   王信賢在開場致詞時指出，在中國經濟尚未復甦、持續下行的背景下，此次兩會不僅是「十四五」規劃的收官之年，同時銜接即將到來的「十五五」規劃，對未來中共21大的發展方向有重要影響。此外，國際環境的變化亦是關鍵因素，尤其在川普上任後，中共將如何調整政策因應備受關注。   寇健文認為，今年全國兩會相較以往更顯平淡，但仍釋出關鍵政策訊息，主要涵蓋對台政策、國際格局研判及解放軍高層動態。首先，對台政策延續性強，「繼續推進」是關鍵，其核心目標是「祖國完全統一」，更接近港版國安法後的香港，而非1997年回歸時的香港。對台策略側重「單邊吸納」，透過經濟與社會融合，促使臺灣青年赴中發展，依附在中國大陸的體制下。其次，在國際局勢方面，近期烏克蘭與美國互動令其聯想到雅爾達會議，顯示大國勢力範圍劃分的可能性，也特別警惕這是臺灣需留意的格局走向。最後，解放軍人事變動備受關注，寇健文認為，習近平執政後期對權力鞏固更為警惕，軍方內部清理行動將持續，未來軍方及國企動向值得關注。   張登及針對外交部分提供幾點觀察。首先，「中國特色大國外交」持續被強調，反映中國作為全球南方的社會主義發展中國家，其外交戰略圍繞權力平衡、現狀負責與制度修正主義。而工作報告未提「負責任大國」與「弘揚人類共同價值」，顯示中國可能從維持現狀轉向強調權力平衡與國際體系改革。此外，「全球南方」雖未明確出現，但文中外交場合的排序變化，可看出重要性的提升。報告同時強調「平等有序的國際格局多極化」，表明中國欲積極塑造全球秩序，這與可能形成的新「雅爾達體系」相呼應。在川普可能重塑全球格局的背景下，中國正透過深化全球南方合作、強化權力平衡與鞏固中俄關係，以因應國際環境變局。   陳德昇則分析政府工作報告，認為中共權力核心未變，經濟數據與實際情況存落差，對內希望提振消費，對外則透過積極財政與產業政策應對美中貿易戰。中國電動車、人工智慧等產業，即使有美國高關稅壓制，仍會對市場產生衝擊，但國內政治干預與法治環境的制約恐影響創新。另外，地方債與金融風險成隱憂，失業與社會矛盾也將加劇。報告重申雖兩岸融合發展，但企業撤離、軍事壓力增加，台商對經濟環境與政策穩定性存疑，兩岸間信任欠缺也缺少交流，仍具高度不確定性。   陳子昂以產業與科技面向分析中國政府工作報告，指出2025年十大重點工作之一即是提升科技與產業競爭力，以因應美中科技戰。他強調，中國產能過剩問題嚴重，影響臺灣鋼鐵、螺絲螺帽、石化、面板、印刷電路板與半導體等產業，尤其是中國擴建晶圓廠，成熟製程恐於2027年超越臺灣，衝擊聯電、力積電等企業。此外，美中科技戰已從半導體擴展至AI，中國推動「人工智慧+」戰略，以及華為大規模的研發投入，使產業競爭加劇；美國則加強限制AI技術與資本流向中國，雙方對抗升級。陳子昂評估未來科技戰場將聚焦於自駕車與機器人，中國憑藉開源策略加速技術擴散，可能進一步影響全球製造與就業市場，對臺灣產業發展形成挑戰。   美中科技戰下，臺灣「護國神山」台積電的走向與影響，是與會來賓熱切關注的議題。陳子昂在問答環節中針對台積電加大美國投資、矽盾效應與美國對中制裁成效的議題特別指出，台積電4年內對美投資1000億美元，導致其資本支出重心轉向美國，可能引發臺灣產業空洞化，包括設備、原物料與供應鏈企業跟進遷移。然而，此舉「有捨有得」，台積電獨霸美國市場，壓制三星與Intel，並提升其地緣政治影響力，但同時面臨美國高昂建廠與營運成本，毛利率恐下滑。對於矽盾效應，陳子昂強調若台積電全面落實1000億美元投資，確實將弱化，但建議台積電採取「以拖待變」戰略，利用美國建廠與行政效率低下的劣勢拖延進度，以維持優勢。   與會來賓討論交流非常踴躍，王信賢最後總結，中共政府工作報告定性當前形勢為「外部壓力加大、內部困難增加」，實際針對美國影響；經濟強調內需與科技發展，國家安全仍為核心，外交則採「美退中進」策略，透過多邊合作抗衡美國。對台政策維持現狀，而若反分裂國家法20週年無紀念，顯示美中關係未明朗。王信賢強調，面對川普2.0，中共採「見縫插針」戰略，須持續關注中共如何在國際場域運用「國際大統戰」與「國際游擊戰」應對美國。   本次座談會有百餘位師生與會，交流與互動十分融洽。國關中心將陸續辦理時事座談，相關活動資訊敬請密切關注國際關係研究中心官方網站、臉書及IG粉絲專頁、Youtube頻道等，歡迎師生與學術先進踴躍報名參加。 臉書: https://www.facebook.com/nccuiir IG粉絲專業: https://www.instagram.com/nccu_iir?utm_source=ig_web_button_share_sheet&igsh=ZDNlZDc0MzIxNw== Youtube頻道: https://youtube.com/@nccuiir?si=cHLpgWd5z5zOOsur

國際關係研究中心王信賢主任於2025年2月13日，偕同林義鈞副主任、胡育瑋秘書訪問中華教育文化基金會（中基會），除感謝中基會對本中心長期以來的支持，珍惜雙方超過五十年的友誼，並與中基會王建亞執行長、吳昭瑢秘書進行意見交流，探討未來的合作方向。   中華教育文化基金會係1924年美國總統柯立芝（John Coolidge）為退還庚子賠款所推動成立之非政府管理機構，成立迄今已經超過百年，初期的永久會所設址於中國大陸北平市，並陸續於上海、南京、重慶、香港、美國紐約等地成立辦事處。1950年遷至台北後，持續以推動中華教育與文化事業為宗旨，舉辦活動。中基會自1971年起，每年定額補助本中心作為推廣中華文化與教育，至2024年間，超過五十年的友誼不曾間斷。冷戰時期，這筆經費的用途為舉辦每年乙次的中美中國大陸問題國際研討會（或稱中美會、台美會），以及採購中共出版的報章雜誌與圖書資料。冷戰結束後，這筆經費擴大使用為國際與兩岸交流，以及期刊出版等，皆對於國際關係研究中心推動中華民國外交地位、國際智庫交流、當代中國研究等議題，發揮了極大的助力。   交流尾聲，國際關係研究中心除了恭賀中基會於2024年成立百年，依舊風華絕代之外，同時也再次感謝中基會對國際關係研究中心的支持，長達五十年的影響國際學界，雙方也期待未來在推廣中華文化與教育的共同目標上，持續深化合作。
